略论市场经济建设中的政府行为

政府行为对于我国培育和健全市场经济体系不仅十分必要，而且具有特殊的意义．但是，政府在这方面的行为取向（1）必须抓住市场经济建设的关键所在，有效实施以打玻经济刚性为切入点的机制转换；（2）应当重视它的内在要求，努力营造适宜的社会氛围和积极加强经济法规的实施监督；（3）需要维护它的运作条件，坚决反对人为的垄断经营．它们应当成为衡量我国政府经济行为成功与否的重要指标，也是当前市场经济建设亟待解决的重大问题．

BRIEF COMMENTS ON THE ACTION OF GOVERNMENT IN THE CONSTRUCTION OF MARKET ECONOMY

Governmental action in cultivating and perfecting our system of market economy is not only necessary but also extraordinary. However, the action should aim at the followings: (1)firm grasp of the key of market economy construction and effective implcmentation of mechanism shift to be started from breaking through economic rigidity; (2) emphasizing the intemal rcquirements, building favorable social atmosphere and strengthening the implementation and supervision of economic economic laws and regulations;(3) nced to safeguard the condition of its working and opposing the artificial monopoly operation. It should be emphasized that all of them should be regarded as the important indexes to judge the success and failure of cconomic action of the government as well as the major problems of our present economic construction which need to be solved immediately.
