搞好新农村建设必须着力解决好的八个重大问题

新农村建设是一项庞大的系统工程,是我国解决“三农”问题的一项长期而重大的战略举措。文章针对我国的实际,提出搞好新农村建设应当解决好的几个重大问题:(1)必须充分认识到农村建设的艰巨性、长期性;(2)要科学规划,分步实施,搞好新农村建设与整个国家工业化和城镇化的协调共融;(3)要充分发挥政府的主导作用和农民的主体作用;(4)当前和今后几年新农村建设的当务之急是搞好农民生产生活的公共基础设施建设;(5)把调整产业结构,培育主导产业,推进现代农业作为根本任务;(6)要以新型农民合作组织为载体建立新的投融资机制;(7)深化改革,建立科学的乡村治理结构;(8)要从战略的高度培养和造就新型农民;中央要从宏观上战略上制定小农户社会保护的长远政策。

Eight Problems of New Rural Construction

The new rural construction is a huge systematic project,a strategy of solving the issues concerning agriculture,farmland and farmers in a long run.In terms of our domestic situation,this article analysis several aspects of constructing new rural areas: 1.fully realize to rural construction arduous,the long-term characteristic;2.coordinate the development among new construction,industrialization and urbanization in China;3.fully carry out the function of government and farmers;4.fulfill the infrastructure construction for farmers' basic need;5.adjust the industrial structure,cultivate major industry and advocate modern agriculture;6.build the new finance system based on new farmer's corporative organization;7.deepen reform to establish scientific rural govern structure;8.central government foster new farmer and macroscopically issue long-term policy to protect their profit.
