| Abstract: | This paper focuses on the definition of civil ruling, and also analyzes in detail the circumstances and the range in which courts apply civil ruling. It points out that civil ruling is applied both to procedural issues and substantive issues. Finally, the paper attempts to give a new definition of civil ruling so as to improve our understanding of it. |
