| 摘 要： | 自2003年新型农村合作医疗试点工作开展以来,在为部分农民提供最基本的医疗保障方面,新型农村合作医疗已经取得了初步的成效.但是,在新型农村合作医疗制度全面推进中,还存在着一些突出问题:农民参合积极性还不高;管理体制不健全,尚未适应工作需要;合作医疗基金筹资成本大,补偿标准不尽合理,补偿能力有限;医疗监管难度系数较大;立法滞后,政策不过硬;缺乏合理的人才机制等等.在今后,新型农村合作医疗制度的规范与完善,需要从几个方面着手:加强管理机构和管理服务能力建设;扩大筹资渠道,建立长效机制;改善与外部的关系,形成良好的互动局面;尽快建立城乡一体的医疗保障制度和管理制度;强化新型农村合作医疗监管,提高管理效率;加快相关立法,确保新型农村医疗保障制度政策的稳定性;加强新农合人力资源建设,重视乡镇卫生院人才培养.

| Abstract: | New-pattern rural cooperative medical system has been fully pushing forward in China since 2003,but some problems exist: farmers' inactive participation,imperfect management,or insufficient work to the requirements,high cost of medical fund,unreasonable compensation standard,limited compensation capacity,inadequate supervision,sluggish legislation,and absence of effective mechanisms.The further standardization and perfection of rural cooperative medical-care system should be focused on the following aspects... |
