The spatial cluster of the enterprises not only is a geographic concept,but also has deep economic meanings.From the view of labor division and economic development brought forward by Adam Smith,the enterprise cluster can produce a thick market effect and reduce the transaction cost by forming a market including many buyers and sellers.Furthermore,the enterprise cluster induces substitution of the inter-firm division for the intra-firm division,and enhances the performance of market at allocating resources,and the division level.When implementing the cluster initiatives,the traditional misunderstanding of overmuch focus on GDP should be changed,and more attention should be paid to increase the marketization level,optimize the boundary of enterprises,enhance the ability of industrial integral capability,and realize the industrial-level scale economy.
