| 摘 要： | 江泽民提出的在"依法治国"的同时"以德治国"的重要思想,"扬弃"了中国古代的"德主刑辅"的治国思想以及西方过分推崇法制的治国思想,在总结建国以来治国的经验教训的基础上,第一次把"依法治国"与"以德治国"辩证结合起来,是治国理论上的重大创新.具有重大的理论意义与现实意义

| Abstract: | The thought that Jiang Zheming put forth that we should adopt the principle of "Govern the State with Law" and at the same time "Govern the State with Virtue" has brushed off the Chinese traditional idea of "Govern a State by Virtue with the assistance of Law" and the opinion promoted by Western countries that is to govern a State by law. This thought has summarized the mistakes and developed the experience for the first time since the founding of new China. It has combined the theories, and it is a great innovation in governing theories. It has great significance in theory and realism. |
