二元经济结构转换的实证分析与理论透析

本文利用比较劳动生产率、二元对比系数、二元反差指数等指标对转型时期陕西的二元经济结构进行测度 ,发现陕西整体的二元经济结构具有严重性 ,而农村的二元经济结构具有加剧性 ,这就意味着陕西二元经济结构转化的绩效有限 ,进而就导致城乡居民收入差距拉大和三次产业之间难以协调发展。造成二元经济结构反差强烈的根源是产值比重和就业比重转换的不对称 ,即在产值比重由农业部门向非农部门大幅度转换的同时 ,农村劳动力却并未实现同步的甚至跨越式转换。对此应通过技术方面和制度方面的努力来加快农村劳动力的非农化转移 ,以最终消减双重的二元经济结构

A Theoretical Probe into an Exemplified Shift in Dualistic Economic Structure

On the basis of the data of comparative productivity, dualism-based comparing coefficient and contrasting indices, the author, after identifying the dualistic economic structure in a transitional period in Shaanxi province, points out the existence, in the province's economic shift, of a limitation which has resulted in a difference between the income of urban and rural citizens and an obstacle which blocks a harmonious development among the three industries because of the unique properties of the dualistic economic structure in the whole province and its rural areas. These striking contrasts lie in the loss of balance between the concentration of production value and that of employment, i.e., while the former is shifting in a large scale from agricultural industries to non-agricultural ones, the labour force in rural areas is far from a simultaneous or an extensive shift. Therefore, as the author concludes, more attention ought to be given on technique and legislation to expedite the transition of rural labour force to non-agricultural industries and take it as a final goal to eliminate the dualistic economic structure.
