中国城市社区公共服务模式的转变

在计划经济时期,我国城市社区公共服务呈现出＂行政吸纳服务＂的一元化服务模式,表现为公共服务提供主体单一;公共服务条块分割、封闭运行,其结果使政府背上了沉重的负担。随着我国经济社会的改革和发展,社区成为承接这些剥离出来的职能的主要载体和提供公共服务的平台。目前,我国城市社区已呈现出＂服务吸纳行政＂的社区公共服务多元模式,开始倡导政府、市场与社区合理的分工和有效合作来提供公共服务,在实践中也进行了新体制和机制的积极探索,提出加快城市社区公共服务模式多元转化的政策建议。

The Transformation of Urban Community Public Service Model in China

This paper focuses on the transformation of the institution and mechanisms of the urban community public service model in China.During the period of the planned economy,the urban community public service presented the unified service model of "administrative absorption of service" with the single body of public service,which was segmented with closed operation.As a result,the government was overburdened.With the reform and development of the economy and society of China,the communities become the main carriers which undertake the separated functions and are the platforms to supply public services for the residents.At present,Chinese urban communities have shown a multiple community public service model of "service-administration absorption",which advocates the reasonable division of labor and the efficient cooperation in supplying public services among the government,the market and the community and the new institution and mechanisms are actively explored in practice.Therefore,the paper also proposes the suggestions to speed up the transformation of the multiple public service model.
