多元生计模式下的移民生产安置

移民生产安置需要重视生计的恢复,对西部地区来说更是如此。我国现在实行的是以有土安置为主的移民生产安置模式,在执行过程,往往将＂土＂简化为耕地面积、粮食产量,忽视了西部地区生计模式的多样性和复杂性,安置方式过于标准化、单一化,严重影响着移民生计的恢复。结合实地调查资料,提出需要考虑各地生计模式的差异,重视地方性知识,结合当地具体情况实行移民生产安置。

Production Resettlement of Migrants Concerning Pluralistic Livelihood Patterns

It is necessary to pay special attention to the rehabilitation of livelihood in the production resettlement of migrants concerning hydraulic and hydropower projects,The current policy of China is"giving priority to the land resettlement" which is the focus of the production resettlement mode.However,in practice,"land" is often simplified as cultivated land and food production.Thus,the diversity and complexity of the livelihood patterns in western China are ignored,the production resettlement mode is full of standardization and simplification,which destroys the rehabilitation of livelihood.Combining with the practice of resettlement experience,it is suggested that it is necessary to consider the differences among the rehabilitation of livelihood in different places,value the local knowledge and execute the production resettlement of migrants according to the concrete conditions.
