基本公共服务均等化视角下的我国基本社会保障研究

基本社会保障是为保障国民特别是低收入者的基本生活权利而提供的基本养老、基本医疗和最低生活保障,基本公共服务均等化是指政府要为社会成员提供基本的、与经济社会发展水平相适应的、能够体现公平正义原则的大致均等的公共产品和服务。基本社会保障是现代社会中基本公共服务的重要组成部分,是基本公共服务均等化的应有之义,基本公共服务均等化要求全体社会成员在基本社会保障方面享有平等权利。考察了我国基本社会保障均等化存在的主要问题,提出了建立和完善基本社会保障的基本社会服务体系、财政体制、法律法规体系和基本社会服务的多元参与机制的建议。

Research into Basic Social Security in China from the Perspective of Basic Public Service

Basic social security is the basic living right for nationals especially for the low-income workers in respects of basic pension for retirement, basic medical care, and minimum living security. The equalization of basic public service shows that the government should provide similarly equal basic public product and service in accordance with economic and social; development level and the principle of fairness and justice for the social members. Basic social security is the important component of the basic public service in modern society and is also the basic requirement of the equalization of basic public service which requires the equal right for all social members in basic social security. The paper investigates the major issues of equalization of social security in China and proposes suggestion on establishing and improving basic social; service system, financial system, legal system and multiple participation system in basic social service.
