基于可持续发展的额尔齐斯河水资源合作开发利益协调机制

额尔齐斯河水资源开发对我国新疆地区用水安全及工农业发展具有战略性作用,然而作为跨界河流,中国与其下游哈萨克斯坦在很多利益方面存在差异,使得两国的合作开发面临很大挑战。通过对额尔齐斯河流域目前相关合作现状的研究以及水资源合作开发利用主体及其诉求的分析,依据可持续发展的理论,提出了可持续发展的额尔齐斯河流域水资源合作开发的利益协调机制理论模型。

Research into Interest Coordinating Mechanism of Cooperative development for Sustainable Development of Ertix River

With the change of international political patternand the increasing attention to strategic attribute of waterresources, the cooperative development of water resourcesamong countries is growing. However, some new problemshave emerged. At present, scholars have obtained abundantresearch achievements on cooperative development ofinternational rivers in southwest region. But as for rivers inthe northwest, such as Ertix River and Khorgos River, theresearch results are few. Most studies are limited tohydrology, water safety information sharing, shipping,fishery cooperative use of water resources, andenvironmental protection. Therefore, based on the theory ofsustainable development, this paper proposes interestscoordinating mechanism for the cooperative exploration andutilization of water resources by analyzing the status quo ofErtix river basin and the main body and its appeal to dealwith the cooperative use of water resources.
