湖南农村人力资源开发的新思考

搞好农村人力资源开发是富民的根本,也是解决“三农”问题的关键。加大农村人力资源开发力度、提高农村人力资源素质,对促进农村产业结构调整、增加农民收入、构建和谐社会具有重要的意义。目前,湖南农村人力资源素质相对较低,农村劳动职业技能培训不能满足社会需要,农村劳动力转移较缓慢。其对策是:提高农村基础教育质量,大力开展职业技术教育,建立公平、统一的城乡人力资源市场,鼓励和扶持农民自主创业。

On the New Thinking of Rural Human Resources Cultivation in Hunan

It is the basic point of enriching people to cultivate rural human resources,and also the key to solve the three agricultural problems i.e.countryside,agriculture,peasant.It is much significant of promoting the adjustment of the rural industrial structure,increasing the peasants income and building the harmonious society to enhance rural human resouce cultivation and improve rural human quality.At present,the quality of the rural human resources is relatively low,the vocational technical training for rural labors fails to meet the social need,and the labor force in the countryside is transferred slowly.Our countermeasures should be improving the quality of the basic education in the countryside,carrying out the vocational and technical education,establishing the fair and united human resources market both in the city and countryside,encouraging and supporting peasants to start a business independently.
