| 摘 要： | 信息管理制度创新是对现有制度的重组和添加。创新信息管理制度的动机来源于网络社会与现实社会巨大差别以及信息管理制度与网络发展之间矛盾的要求。我国信息管理制度创新有两条基本途径。
