| 摘 要： | 随着经济所有制形式和劳动就业方式的多样化发展，灵活就业农民工群体日益壮大，而相对于具有稳定职业的农民工，当前灵活就业农民工的医疗保障制度设计存在诸多问题，这严重影响了灵活就业农民工基本权益保障和农民工医疗保障体系建设。文章通过佛山132个调研数据，在摸清现阶段灵活就业农民医疗保障的现状基础上剖析其存在问题，进而从制度完善、地区转移、保险设计、法律、医疗救助和政策宣传方面提出相应的解决措施。
