| 摘 要： | 1992年至2000年间,中国地方政府为了应对中央政府的市场化改革,自发地启动了战略转型:即从原来经营一家一户企业,转向把整个辖区当作一家企业来经营;相应的,其控制地区经济的方式也由"抓住办企业的权利"转向"抓住土地开发权"。这一次战略转型意味着,在中国向市场经济转轨的过程中,地方政府的演变方向不是单纯的公共服务政府,而是凭借其对地区土地要素的控制权,转向从整体上控制和经营地区经济。

| Abstract: | Between 1992 and 2000,in order to deal with central government’s market-oriented reform,local government launched strategic transformation by running business of a whole territory to replace running original household business;comparatively,the way of controlling regional economy also transferred from "holding the rights of running enterprise" to "holding the rights of land development".This strategic transformation means that in the progress of china’s transition towards market economy,the developing direction of local government does not only follow the way of public service government,but switch to wholly control and operate regional economy through controlling the land elements. |
