论农民工就业社会保障与政府主体角色

当前,建立农民工的就业社会保障具有紧迫性和重要性,而政府在建立和发展农民工就业社会保障中的主体角色和责任是不可推卸的。但目前在农民工就业社会保障中存在政策落后、公共服务不足、就业阻碍、监管不力、引导不够等政府主体缺位错位的问题,政府应该在思想上高度重视农民工就业社会保障,确立公平对待农民工的理念和服务意识,并明确自己的主体角色,进行农民工就业社会保障制度的理论创新和实践创新,建立完善农民工就业社会保障体系。

Governmental Principal Responsibility in Peasant Labors' Employment and Social Security

Currently,it is of importance and urgency to build the peasant labors' employment social security,so the governmental principal role and responsibility in it is necessary.But at present,there are some problems of governmental deficient principal function such as backward policy,lack of public service,hindering employment,weak supervision and deficient guidance in peasant labors' employment social security.So government should take peasant labors' employment social security into consideration seriously,establish the thought of regarding peasant labors equally and the awareness of service,and define its own principal role and responsibility,carry out the theoretical and practical innovation to build and perfect the peasant labors' employment social security.
