论社会主义公共社会

党的十七大报告提出“公共服务”和“服务型政府”的概念，标志着中国社会即将进入一个新的阶段，就是“公共社会”时期。“公共社会”是一个讲究和注重公共产品、公共机制、公共权力和公共服务的社会。从历史上看，当初马克思和恩格斯对它及其所有制性质的认识和设想还是初步的、模糊的，而如今，社会主义社会应该是一个整体存在并和谐发展的公共社会。社会主义的公共社会是以“公共所有”为基础，以“公共权益”为纽带，以“服务型政府”为上层建筑的。这样，现实社会主义存在的一个最大问题就是如何把“公有”转变为“共有”，然后再组合为“公共所有”的问题。

On the Public Nature of Socialist Society

The 17th CPC national congress proposed in its report the notions of ＂public serve＂ and ＂service-oriented govern- ment＂, which marks that China is going to enter a new period, that is, ＂Public Society＂ period. ＂Public Society＂ is a society which pays attention to public goods, public mechanisms, public power and public social services. Historically, Marx and Engels had preliminary, vague understanding and idea of its nature and its ownership, and nowadays, a socialist society should be a public society which should exist wholly and develop harmoniously. The public nature of a socialist society is based on public ownership, linked by ＂public interest＂ and takes ＂service--oriented government＂ as the superstructure. Thus, the biggest problem facing the reality of the existing socialist society is how to transform the ＂state＂ to the ＂public＂ and then combine into ＂public ownership＂.
