和谐社会视野下政府与社会合作模式探讨

社会主义和谐社会本质上是国家权力与社会公共权利实现良性互动的社会，是政府与公民社会合作治理的社会。和谐社会实现的关键要件是政府主导下的政府与社会的和谐互动，即政府与社会合作模式。该模式实现的基本路径应是从统治性行政到民主性行政，从行政集权到有限分权，从管制型政府到服务型政府。

On Cooperative Model between Governments and Society:A Harmonious Society Perspective

A harmonious socialist society essentially is a society in which state power and social pubhc fights interact positively and which is jointly run by governments and the civil society. A key factor for realizing a harmonious society is harmonious interactions, led by governments, between governments and society, that is, the cooperative model between governments and society. The fundamental way to achieve this model is to transform from ruling administration to democratic administration, from centralizing to decentralizing,from government controlling to government service.
