| Abstract: | The low quality of the employed is an important reason that constrains the sustained development of village and township enterprises.To enhance the quality of the employed in all respects,these measures should be carried out-reforming the enterprise's property rights institution,enhancing its training operations,setting up favorable mechanisms of personnel placement,strengthening social support services,etc. |
