| 摘 要： | 海洋循环经济的发展需要相应的法律体系作为保障,国外发达国家对循环经济的立法模式和制度实施均比较成功,值得我国借鉴。我国现有立法不能适应海洋经济的发展要求,需要逐步明确我国海洋循环经济立法模式,参考国际经验修改现有法律规范,构建相关制度,以完善我国海洋循环经济的立法体系。

| Abstract: | Marine circular economic development needs corresponding legal system as a guarantee.Developed countries at abroad are successful into implementing circular economic legislative model and system,and it is worth referencing for our country.Now China＇s legislation cannot adapt to the requirements of the development for marine economy.Then we should clear and definite marine circular economic legislative model of China gradually,modify existing legal norms by borrowing the international experience, construct the relevant institution,so order to improve China＇s marine circular economic legislative system. |
