| Abstract: | Under the times background of democracy and legality, managers of a university hear of a strong voice about"Opening University Management". But the traditional ideas make us r ecognize the purpose of it insufficiently. "Opening University Management" is an important and very effective method to manage a university legally and in democratic way. The basic purpose of this method is to develop our university better. |
