政府网站外宣翻译规范性探讨——以舟山市政府网站的英文版为例

政府网站的英文版属于外宣翻译的范畴。本文作为个案研究，以切斯特曼的翻译规范论为理论依据，分析了舟山市政府网站英文版在语言、语用和文化这三方面存在的问题及缘由，提出政府相关部门和译者应共同努力，提高政府网站英文版的质量，尤其是译者应具有较强的外宣翻译意识，采用合适的翻译策略和方法使政府网站的英文版符合目标语读者对译文的规范期待，从而实现切斯特曼的翻译规范论中的“明晰”、“真实”、“信任”、“理解”四种价值观。

Translational Norms and Translating Governmental Website Material for International Publicity —— A Case Study of the English Version of Zhoushan Governmental Website

This paper inquires into translational norms and the translation of governmental website material for international publicity. Based on Chesterman’s theory,the paper has conducted a close examination on the English version of Zhoushan governmental website from the linguistics,pragmatic and cultural perspectives,and according to Chesterman’s theory of translation assessment,it is found that the deficiency in the English version is caused by translators’ failure to comply with accountability norms,expectancy norms,relation norms and communication norms.The paper proposes that in addition to the efforts to be made by governmental organizations,when translating material for international publicity translators should have a clear awareness and adopt proper and flexible translational strategies and methods governed by professional norms so as to achieve the target language community’s expectancy norms and fulfill "clarity","truth","trust" and "understanding",the translation ethics underlying translational norms.
