| 摘 要： | 农民问题是中国新农村建设中的关键与核心,在新农村政治建设中应当把农民权利的保障与实现作为一项重要任务,这既符合党和国家民主政治与法治建设的基本精神,也是建设小康社会的时代需要。要从宪法高度上认识农民权利的重要性,确立农民在新农村建设中的主体地位,保障与实现农民的民主权利,最终体现以人为本的科学发展观的基本精神。
