| 摘 要： | 加入WTO之后 ,如何提升农业的国际竞争力 ,是我国当前乃至今后一个相当长的时期内面临的一个重大问题。本文在对我国农业国际竞争力状况作出基本评估的基础上 ,认为技术创新和体制创新是提高我国农业国际竞争力的基本途径 ,并概述了技术创新的现实背景、主攻目标和政策建议 ,以及提出了体制创新的基本思路和初步设想

| Abstract: | Based on the basic analysis of China's international competitiveness in agriculture, this paper concludes that the basic way for China to enhance its competitiveness is through technological and institutional innovation. The background, targets and suggested policies related to technological innovation are summarized. Some preliminary and basic ideas on institutional innovation are put forward. |
