摘    要:我国人才 ,特别是高层次人才流失严重 ,对我国的经济、技术发展产生了一些负面影响 :人才流失影响着改革开放、现代化建设步伐的加快 ;人才流失影响了整个国家科技素质的提高 ;人才流失造成我国有限的教育投资浪费。而产生人才流失的原因主要有 :激烈的国际人才争夺战的影响 ;收入差距的影响 ;工作环境的影响 ;用人制度不完善的影响 ;宣传教育工作欠缺的影响。吸引人才回流 ,必须建立强有力的人才集聚机制 ,具体对策是 :继续制定和完善吸引人才回国服务的优惠政策 ;提高回国人才的生活待遇 ;增加投入 ,改善回国人才的工作条件 ;加强爱国主义宣传教育 ,用民族感情打动外流人才的心

Abstract:The present brain drain in China, especially the major loss of high-level talents, has had negative impacts on China's economic and technological development, on the implementation of the opening-up policy and the modernization strive, on the improvement of the country's quality of science and technology, and on the utility of the country's limited educational resources. The loss of talent has resulted from the facts of fierce international competition for talented people, lower incomes, poor working conditions, problems of personnel management and education. To attract qualified personnel, it is essential to establish a talent aggregating mechanism. The proposed corresponding countermeasures are as follows: (1) making and improving preferential policies for returned professionals trained overseas; (2) improving their living conditions; (3) improving their working conditions; and (4) strengthening the education of patriotism.
