当代中国网络问政研究

网络问政是公民问事、问责于政府和政府问计于人民的有机统一,是伴随着网络社会的崛起和互联网政治而兴起的政府与公民互动的新形式。对网络问政兴起的原因进行追溯从而提出网络问政发展历程新论——问政酝酿阶段、启动和发展阶段、成熟阶段。成熟的网络问政不是一个单纯的政府与公民互动的平台,而是一个系统。在此基础上找出推进网络问政持续发展的路径:一是继续推动社会转型与行政发展;二是网络问政系统自身的构建。

Inquiry after Politics through the Internet in Contemporary Chinese

Inquiry after politics through the internet is the organic unity which contains the government ac- countability to and reliance on its people. It is a new form of interaction between the government and the citi- zens arising along with the growth of the network society and the Internet politics. Reasons for the increasing in- quiries after politics through the Internet were explored and the development stages of this new phenomenon were put forward, including that of gestation, initial growth and development stage, as well as the mature stage. The mature stage is a system instead of a simple interactive platform between the government and the citizens. On this basis, the path for sustainable development of inquiry after politics through the internet was proposed, which relies on the continual promotion of social transformation and the internet.
