中国海洋产业升级对策思考

近年来，我国海洋业总产值占GDP比例不断攀升，海洋经济成为国民经济的重要支撑。同时，也存在资源管理体制不完善、产业结构性矛盾突出、资源利用效率低下等问题。产业升级是目前制约我国海洋经济发展的核心问题。合理制定国家海洋战略、稳步推进海洋产业集聚、积极鼓励涉海企业创新是推动我国海洋产业升级，促进国民经济发展的关键。
