中国传统海洋优势产业创新驱动能力研究———以海洋渔业为例

传统海洋优势产业是我国海洋经济的基石，也是构建现代海洋经济体系的重要组成部分。依靠创新驱动，不断提升其可持续发展能力是当下海洋经济发展的重要选择。为此，在界定中国传统海洋优势产业的基础上，构建出我国传统海洋优势产业创新驱动能力的测度指标体系，并以海洋渔业为例，构建了基于知识生产函数的创新驱动能力测度模型，实证测算出了创新基础投入、产业集群环境、产学研协同度、产业间技术溢出等各自的贡献系数，并根据测算结果的比较分析，提出进一步增强产业创新驱动能力的举措。

Research on Innovation Drive of China＆#39;s Traditional Strong Marine Industry--A case Study of Marine Fishery

T raditional strong marine industry is the foundation of marine economy in our country ,and is also an important component of constructing modern marine economy system .Innovation drive and its sustainable development is an important choice during the present marine economic development .Based on the definition of Chinese traditional strong marine industry , the article constructs an innovation drive measurement index system for traditional marine advantage industry ,and then taking marine fishery ,the article constructs measurement model of innovation drive by working out the contribution coefficient for in-dustrial innovation foundation input ,industrial clusters innovation environment ,the degree of production coordination ,and inter-industry technology spillover .According to the comparative analysis of calculation results ,the authors put forward some measurements to promote industrial innovation driving capacity .
