循环经济发展中政府、企业和公众利益博弈与对策——兼论部分国家循环经济成功经验

循环经济是世界各国在长期的实践中探索出的一种符合可持续发展目标的有效发展模式。其发展需要中央及各级地方政府、企业、消费者的共同努力。然而，不同的利益诉求引起多元化利益冲突和矛盾，地方政府与中央决策间“讨价还价”，企业和企业闻“智猪博弈”，企业和公众间“企业强势、公众靠边站”，政府、企业和社会公众间“多重制约、难以调和”等已成为目前影响循环经济利益实现的严重障碍。强化企业社会责任，树立“中央为主导、地方为主体”的理念，实施产业倾斜政策，维护公众环境权益等。

The Game of Interests Among Government, Enterprise and the Public in the Development of Circular Economy——An Analysis of the Successful Experience of Some Countries

Circular economy is the effective development model which is consistent with the sustainable development objectives in the long-term practice of world countries. Its development needs efforts of central and local governments, enterprises and consumers. However, the demands of different interests lead to interest conflicts. Local governments bargain with the central government＇s decision; ＂Clever Pig Game＂ is played between the enterprises; and between the enterprises and the public, ＂enterprises are strong, while the public can only stand aside＂. It is difficult to secure reconciliation among the government, enter- prises and the public, which affects the achievement of economic interests of circular economy. We should strengthen social responsibilities of the enterprises, establish ＂central leading with local as the main body＂ conception, implement giving-priority-to-industry policy, and safeguard environmental rights and interests of the public.
