重大疫情中谣言传播的社会风险及其治理研究

重大疫情中谣言传播会消解主流意识形态的价值引领力、破坏应对危机的社会动员力、损害党和政府的政治公信力，给国家治理带来严峻挑战。分析疫情中谣言生成传播的动因，个体心理需求是疫情谣言生成传播的根本原因，信息不对称是疫情谣言生成传播的直接原因，现代媒介环境是疫情谣言传播的间接原因。针对重大疫情中谣言传播的社会风险，提出用社会主义核心价值观统领重大疫情防控舆论导向，提高社会应急动员能力、防范化解谣言引发社会风险，加快建立网络综合治理体系、提升现代媒介治理水平的治理思路。

Research into Control of Social Risks Caused by Rumor Spreading During the Major Epidemic

In the major epidemic, the spreading of rumor dispels the leading power of the mainstream ideology, destroys the social mobilization power to deal with the crisis, damages the political credibility of CPC and the government, and brings severe challenges to national governance. This paper analyzes the causes of rumor generation and spread in epidemic situation. Individual psychological demand is the basic reason, information asymmetry is the direct reason, and modern media environment is the indirect reason. In view of the social risk of rumor spreading in major epidemic, this paper puts forward the governance ideas of guiding the public opinion of major epidemic prevention and control with the socialist core values, improving the social emergency mobilization ability, preventing and resolving the social risk caused by rumor, accelerating the establishment of a comprehensive network governance system and improving the level of modern media governance.
