善治视野下的乡村生态治理

乡村生态治理是国家生态环境治理的重要组成部分。当下的乡村生态治理缺乏整体意义上的治理机制，出现了社会资源整合有限、政府角色错位、相关配套制度不完善、合作治理主体单一等多重难题。唯有在善治视野下重塑乡村治理中公民与政府的角色定位，在治理体系、治理方式、治理机制等方面推进乡村生态治理，方能将外部的政策、资金支持转化为乡村生态治理的内生力量，从而提升乡村生态治理的实际效果。未来应强调多元主体共同参与治理，充分发挥各个主体的能动性，提高主体参与意识，完善政府与社会、市场三个维度的合作治理范式，健全乡村生态治理的有效运行机制，改善乡村生态的公共服务体系。

Rural Ecological Governance from the Perspective of Good Governance

Rural ecological governance is an important part of national ecological environment governance. The current rural ecological governance is lack of governance mechanism in the overall sense, resulting in multiple problems, such as limited integration of social resources, dislocation of government role, imperfect related supporting system, single subject of cooperative governance. Only by reshaping the role of citizens and government in rural governance from the perspective of good governance, and promoting rural ecological governance in governance system, governance mode and governance mechanism, can external policies and financial support be transformed into endogenous forces of rural ecological governance, so as to enhance the actual effect of rural ecological governance. In the future, we should emphasize the participation of multiple subjects in governance, give full play to the initiative of each subject, improve the awareness of participation, improve the cooperative governance paradigm of government, society and market, improve the effective operation mechanism of rural ecological governance, and improve the public service system of rural ecology.
