| 摘 要： | 在市场经济中 ,国家计划是政府对较长时期内公共品供给状况的预期目标和实现目标的方案。对于公共品的供给方政府和公共品的需求方微观经济组织 ,国家计划应当发挥不同的功能。只有同时发挥这两方面功能 ,国家计划作为一种宏观调控手段才能收到理想的效果。

| Abstract: | In the market economy, the state planning is the government's pre\|set goals for public goods supply and its plan to achieve the goals. The state planning should display different functions for the supplier (the government itself) of the public goods, and for the demanders (micro\|economic agencies). To obtain the best results from the state planning as a means of macro\|control for economy, the two functions should be in full play simultaneously. |
