| 摘 要： | 企业的技术创新活动存在技术开发、生产实现、市场销售、资金支持等方面的不确定性 ,在很大程度上滞缓了企业技术创新的进程。针对企业技术创新的不确定性 ,论文在借鉴西方发达国家成功经验的基础上 ,对产权保护、公共采购、财政支持、产业管制、科技发展、市场培育等政府对企业创新行为的导向和支持作用进行了分析 ,提出了完善激励企业技术创新的政策系统的对策建议。

| Abstract: | The uncertainty of technological innovation in enterprises existing in the areas of technology development, application in production, sales & marketing and investment support as well, greatly slows down the development of the innovation. This paper, by studying the successful experiences of Western countries, analyses the guidelines and the supporting functions of the policies, such as property right protection, public purchase, financial support, industrial control, science development, market cultivation and so on. It also offers suggestions to improve the policy system for encouraging enterprises to make technological innovations. |
