| 摘 要： | “过渡型社区”是中国特色的城市化建设过程中形成的新的社区形态,由于其特定的过渡性、不稳定性造成了治理难题.解决这类社区的治理难题的基础在于打破城乡二元分立的思维定势,对社区政治社会基础进行深入的分析,以保证治理方案的创新和绩效.社会资本是与社区治理紧密相连的理论工具,传统社会资本的崩解和现代社会资本的缺乏是“过渡型社区”的政治社会基本特征.重塑社会资本是实现“过渡型社区”的良善治理的有效方案,但却需要处理好传统与现代、物质与精神、政府与社会、中国适用性等方面的关系.文章通过社会资本的视角,重点分析“过渡型社区”治理难题背后的政治社会根源,以求获得学界和社区管理者对“过渡型社区”治理问题的重视.

| Abstract: | The transitional community is a new community form emerging in China’s quick urbanization.Because of the uncertainty and transitivity,there are many management problems.To solve these problems,we should analyze the social structure of the transitional community,which can ensure the performance of governance.The theory about social capital is in association with the activities of community governance.The disintegration of traditional social capital and the shortness of modern social capital are the essential characteristic of transitional community.So investing social capital is the effective countermeasure to solve the problems.But we should learn to deal with some relationships between tradition and modern,material civilization and spiritual civilization,government and society. |
