| 摘 要： | 公共危机治理的分散化和碎片化是导致条块分割、各自为政、墨守成规等系统熵增,进而引发社会矛盾、冲突和焦虑的根本因素.各级政府部门应将公共危机的学习机制嵌入整体性治理的内核之中,构建“一性双环三维”的跨界协同组织结构,以激发其适应复杂动态环境的自组织功能,使公共危机治理系统处于新的有序的耗散结构状态. |

| Abstract: | The decentralization and fragmentation of public crisis of governance lead to the division,doing things in one’s own way,and legalistic rigid systems such as entropy,which result in the fundamental factors of social contradiction,conflicts and anxiety.Governmental departments at all levels should study the mechanism of public crisis core embedded into the holistic governance,build "one-property double-loop three-dimensional " cross-boundary co-organized structure adaptable to the complex dynamic environment to stimulate their self-organization,enabling the public crisis governance system to stay in the new state of an orderly dissipative structure. |
