嘉陵江流域基层管理机制创新研究

人口流动不仅考验着流入地的社会治理,也对流动人口归属地的社会治理形成了挑战.基于流动人口归属地社会管理困境的视角,以嘉陵江流域的蓬安县X镇的调研访谈为基础,分析了20世纪90年代以来,农民外出务工高潮的兴起使得嘉陵江流域的广大农村出现了严重的“空巢化”倾向,给乡村社会治理带来了一系列新问题、新挑战,传统的乡村社会治理机制已经难以适应这一经济社会变迁的要求；并剖析了国家建构中的自治传统式微是导致这一困境的原因,进而结合当前社会经济发展现状,尤其充分考虑社会利益结构的变化,提出发展路径是重塑流域内社会自治文化,重构基层政府的机构设置,重建基层社会治理新机制,从而解决流动人口外迁后空巢化社会的矛盾与发展困境.

A Research on Management Mechanism Innovation at the Local Level of Jialing River Basin

Population migration brings challenges to social governance of both inflow areas and of floating population＇ s places of origin. Based on the context of social management predicament of floating population＇ s places of origin, we analyzed the problems in and challenges to rural society governance posed by the increase of migrating workers which has made the rural areas in Jialing River Basin ＂empty nests＂ since 1990s. We found that the traditional rural social governance mechanism can no longer meet the requirements of the economic and social changes. Analyses also reveal that the weakening of traditional autonomy in the national construction is the cause of the dilemma. According to the current status of social and economic development, especially the structural changes of social interests, we put forward that in order to solve the problems it is necessary to reshape the culture of social autonomy in Jialing River Basin, and to reconstruct the local level government institutions and to establish new social governance mechanisms.
