提高弱势群体话语权的困境与对策

弱势群体受到社会的广泛关注,话语权不足是弱势群体存在的关键。由于偏差的"维稳"理念、话语表达缺乏训炼且制度支撑不足,导致弱势群体的表达渠道被挤占、表达方式"原生态"和话语影响力微弱,致其"被边缘化",这严重制约着我国社会阶层的健康发展,尊重弱势群体、提高其话语权、保障其享有均衡的公民权利逐渐成为社会共识。应从改善传统"维稳观"的心智模式,尊重弱势群体话语权,积极为弱势群体创造话语表达机会和平台,完善弱势群体话语表达的制度保障等几方面入手提高弱势群体话语权。

The Plight and Countermeasures of Improving the Discourse Right of Vulnerable Groups

Vulnerable groups are being widely concerned in society. Lack of discourse right is the key reason of their vulnerable status. Because of the false concept about stability,inadequate training on discourse expression,and lack of system supporting,vulnerable groups only have very narrow channels of expression. Their inadequacy and feebleness in skillful and appropriate expression make them marginalized. This severely restricts the healthy development of China’s social classes. It has gradually become a common social understanding to respect the vulnerable groups,improve their discourse right and ensure that they enjoy equal civil rights. To improve the discourse right of vulnerable groups,we should change conventional attitudes to stability maintenance,respect their discourse right,create opportunities and channels of discourse expression for vulnerable groups,and improve the system that guarantees the discourse rights of vulnerable groups.
