| 摘 要： | 金融危机以及由此引起的全球能源市场剧烈动荡和石油价格一路下滑,再次引发了人们对发展新能源的关注和思考.作为世界第一大能源消费国的美国推出了一系列新能源政策,而中国在"两会"期间也推出了关于新能源的政策.本文主要分析了美国新能源政策出台的背景、特点及对中国的启示,提出了我国发展新能源的思路和政策建议:尽快填补新能源发展的法律空白;政府应制定一系列有利于新能源发展的政策;要建立新能源开发保障基金;要加强基础研究,加强产、学、研结合,推动企业创新;要大力推进以智能超导电网取代国家特高压、输电网工程;要注意美国制定标准的动向,注重国际合作.

| Abstract: | Global energy market volatility and drop of oil prices arouse people's concern about development of new energy.The U.S.,the largest consumer of world energy,introduces a set of new energy policies.China also introduces its policy concerning new energy.This paper mainly analyzes the backgrounds for American new energy policy,its characteristics and its implications to China.Then the author draws the conclusion that to develop new energy in China,both legislation and policy should favor new energy development... |
