| 摘 要： | 目前我国的社会保障体系仍旧是一种城乡分割的二元社会保障格局。在城镇,国家对机关事业单位、国有企业职工实行苏联式的完备的国家保险制度。根据我国的国情,应先力求做到社会保障基本制度"全国统一"、"城乡统一",社会保障体系覆盖城乡。而社会保障的具体内容、方式和执行标准可以因地而异,城乡有别。随着经济发展水平的提高,分阶段、有步骤地逐步趋向统一。

| Abstract: | Currently our social security system is still a dual one differentiated by the rural and the urban areas. Staff in government and institutional units and workers in state-owned enterprises enjoy a rather complete national security system. According to the national condition, we should firstly try to realize the unification of basic social security system and make such system cover all the rural and urban areas. The specific content and implement standard of social security can be diversified with the different regions. Then, with the economic development, the specific content and implement standard of social security can move towards unification step by step nationally. |
