基本公共服务财政支出绩效评价体系研究

公共财政在实现基本公共服务均等化中起着举足轻重的作用,针对目前研究中关注公平忽视效率的现状,将效率引入追求公平的过程中,提出了建立基本公共服务财政支出绩效评价体系的基本观点,并尝试构建基本公共服务财政支出绩效评价指标体系,同时运用DEA方法对河北省11地市的基本公共服务财政支出绩效状况进行评价,结果表明目前河北省基本公共服务财政支出总体绩效水平不高,各地之间存在一定差异,各级政府基本公共服务提供水平仍有较大的上升空间。
