新时期农村社会保障长效机制问题研究——以兰州市为例

近十年来,农村已经初步建立起了以农村新型合作医疗、农村最低生活保障、农村救济为主要内容的农村社会保障体系的基本框架.但是大部分农村社会保障主要依靠农民有限的收入,并且对农民利益重视不够.在构建农村社会保障制度的过程中若干深层次问题逐渐显露出来,其中主要问题是当前我国养老保险需要从应急机制着眼于长效机制的转变.本文分析农村社会保障制度没有建立起长效机制的深层次原因,并指出农村社会保障要实现应急机制向长效机制转变方法和途径.
