试论我国行政改革中的政府角色重塑——基于企业家精神理论视角

20世纪80年代出现的行政官僚体制危机引发了众多重塑政府的呼声.在众多政府再造的理论中,用企业家精神改革政府即企业家政府理论脱颖而出,成为国际化政府改革浪潮中最主要和最直接的理论依据.尽管中国与西方国家的行政改革存在较大差异,但这一理论对我国的行政改革仍具有重要的借鉴意义.本文主要从企业家精神理论视角出发,探析企业家精神对我国行政改革中的政府角色转变所起的推动作用,以期为行政改革中的政府找到更准确的角色定位,使政府在处理与其他利益主体间的关系时发挥更有效的作用.

Study of Remodeling the Role of Government during China's Administrative Reform——Based on Perspective of Entrepreneurship

The administrative bureaucratic system crisis in the 1980s triggered many calls for reinventing government. In numerous government reengineering theory, entrepreneurship, reform the government entrepreneurs theory of the gov- ernment to stand out and become an international wave of government reform in the primary and most direct theoretical basis. Although there is biggish difference between China and the western administration reform, but the theory of ad ministrative reform in China still has an important significance. This article mainly from the perspective of entrepreneur ship theory, analyses of entrepreneurship in China administrative reform the role played by the change of government role, in order to find more accurate positioning the role of government in the administrative reform, make the government in dealing with the relationship between other interest subjects play a more effective role.
