| 摘 要： | 地方政府制度创新在有效的推动经济发展的同时也阻碍了改革的进一步深化,与社会发展的目标出现了偏差.本文论述了地方政府作为创新主体地位的形成及在实践中存在的偏差行为,并进行了规范偏差行为的路径分析.

| Abstract: | The local authority institution innovation has also hindered the reform's further deepening while effectively impeding the economic development,appearing the deviation with the goal of social development.This article elaborates the formation of the innovation mainbody status of the local authority and the deviation behavior which existed in the practice,and analyses the way of regulation the deviation behaviors. |
