甘肃民族地区农村少数民族剩余劳动力转移问题探析

甘肃民族地区经济社会发展滞后，农牧民人口比重大。农村剩余劳动力转移是增加农牧民经济收入的重要手段。少数民族群众文化程度相对较低、宗教意识和传统观念浓厚，生计方式变迁导致的文化适应困难是制约甘肃民族地区剩余劳动力转移的主观因素；甘肃民族地区产业结构单一，城市化、市场化程度较低，劳务输出机制不健全等是制约剩余劳动力转移的客观因素。高度重视剩余劳动力的转移在民族地区现代化过程中的重要作用，大力推进民族地区市场化、城镇化建设步伐，加强劳动技能培训，健全劳动力转移相关配套制度是有效解决甘肃民族地区剩余劳动力转移的重要措施。
