社会转型时期的和谐社区建设--来自扬州市的实证研究

在社会转型时期，和谐社区的建设与机制运行，存在许多需要探讨与研究的问题。以扬州市为实证研究对象，运用制度变迁理论、公共物品理论、集体行动理论进行深入探讨后发现，和谐社区建设须以社区党建为龙头，以先进文化为引导，以居民自治为重点，以社区服务为抓手，以构建和谐社区公共管理和公共服务体系为基础，才能力求将社区建设成为居民自治程度高、社会秩序稳定、社会保障充分、生活环境舒适、公共服务完善、各种社会群体和谐相处的现代城市社会生活共同体。

The Construction of a Harmonious Community in the Transforming Era:an Empirical Study

In the transforming era, many problems wait to be explored in the construction of a harmonious community and the fi.mctioning of the corresponding mechanism. This empirical study takes Yangzhou City as the subject of the research and employs the theories of institutional change, public goods and collective action. The findings include the importance should be attached to the building-up of the community Party Branch, the guide of the advanced culture, the autonomy of the local residents, the promotion of community service, and the establishment of a system of public administration and service.
