风险社会与"重责政府"困境

在风险社会下，人类由于知识的局限性将面对更多不确定性并制造出巨大的风险，而这种风险因在精细分工的社会“普遍的共谋”下产生而导致责任界定的困难，由此带来“有组织的不负责任”。基于此，政府将不可避免地面对诸多防不胜防的公共危机，然而，“有组织的不负责任”却为寻找真正的责任者设置了障碍。在以国家为中心的治理形态下，政府将难免陷入社会“重责政府”的困境。走向国家、市场、公民社会共同治理是政府摆脱困境真正实现“服务型政府”的解决之道。
