县城和重点小城镇发展是农村城市化现实之路

“乡镇企业+小城镇”是我国二元经济架构下农村工业化、城市化的典型模式,发展“经典”有苏南;但其“分散性、不规模”倾向与现代工业化、城市化的“集中化、规模化”趋势是不相一致的,在某些方面强化了二元经济结构。在统筹城乡发展的指导思想下,农村城市化的思路应有所调整。县城和重点小城镇应当成为农村城市化的主要推动者,也承担着中国工业化、城市化的重要历史责任;其他“建制镇”和集镇只是构成农村城市化的一般基础。要以县城为中心发展重点小城镇,推进农村城市化。

On the Strategic Significance of Urbanization of County Seats and Key Townships

The urbanization of rural areas constitutes an important part of China's urbanization drive."Township enterprise plus small towns" is an exemplary mode of industrialization and urbanization under the prevailing binary fabric of economy,as represented by the southern parts of Jiangsu Province.However,the said mode is featured with its liability of dispersibility and miniature,which is incompatible with the centralization and scale trend of the modern industrialization and urbanization.In light of the guidelines of "integrated urbanization",strategic adjustments should be considered with regards to urbanization actions in rural areas.Among other things,county seats and key townships should be made major actors,while other organic towns and market town as the generic base in the integrated industrial and urbanization development in rural China.
