| 摘 要： | 新型农村社会养老保险制度以县为统筹单位，首次明确了各级财政投入责任，县级财政补贴很大程度上决定了制度的内在质量和可持续性。以湖北省12个新型农村社会养老保险试点地区为例，分析了各地在新型农村养老保险试点方案的不同政策，通过引入县级财政补贴力度系数，结合调研数据，对新农保试点的县级财政补贴进行风险识别，在此基础上提出了进一步夯实新农保制度县级财政补贴的措施和建议。

| Abstract: | The new rural social pension insurance system,taking the county as the overall plan unit,clarified,for the first time,the corresponding financial subsidy obligation of all administrative levels;among which,the county level subsidy significantly decides the internal quality and the sustainable development of the system.There are 12 pilot regions in Hubei where the new rural social pension insurance program has been experimented.Taking them as samples,this paper analyzes the various policies in the pilot plans of the new rural social pension insurance in different regions,introduces the county level strength coefficient of financial subsidy,combines it with research data,and carries out risk identification in the pilot regions.On the base of such analysis,the paper brings forward some suggestions and measures to reinforce the county level subsidy for the new rural social pension insurance. |
