海南特区工业化的现状与对策——兼及工业化进程的衡量指标

工业化是一个国家或地区由落后走向发达、由贫困走向富裕的经济发展的必经阶段.衡量工业化程度的指标既有工业增加值标准,也有非农产业劳动力标准.实现工业化的前提条件是需要有相应的生产关系变革或进行制度创新.海南省与全国工业化的平均水平相比有相当大的差距,因此应采取有效的措施推进工业化进程,以缩小与全国工业化程度的差距,提高海南民众的福利水平.

Industrialization of Hainan SEZ: Reality, Countermeasures and the Industrialization Index

Industrialization is an inevitable stage for a nation or a region in its economic development process. The index measuring the degree of industrialization includes not only the standards of industrial value added, but also those for non-agricultural labor. The realization of industrialization presupposes corresponding changes in productive relationships as well as innovative reforms in institutional framework. As the largest SEZ in China, Hainan Province is far behind the average level of industrialization across the country. Henceforth, Hainan should take drastic measures to promote its industrialization, so as to catch up with its counterparts and to improve the economic welfare of local inhabitants.
