| 摘 要： | 信息产业的高知识密集性、高渗透性、高投入性、高增值性以及本身所具有的创新速度快等特征，决定了信息产业必然是国民经济的战略性主导产业。要从信息产业重点领域的选择和培育、信息产业技术开发与创新体系的构建、人力资源开发、企业组织优化以及国际化等方面来规划中国信息产业的发展战略，实现信息产业的持续快速发展。

| Abstract: | The information industry inevitably to be a strategically leading industry because it is highly knowledge-intensified, highly penetrating and highly innovative with high investment and high increased values. To maintain a continual and fast development of China' s information industry, the writer proposes that development strategies be made in various aspects such as the choice of key IT areas, the construction of the IT technological development and innovation systems, human resource development, business organizational optimization and internationalization. |
